BRICS Special Economic Zones Dialogue: A Focus on the Lekki Free Trade Zone and the Orashi Special Energy Free Trade Zone

HANGZHOU, China, January 30, 2026 — As part of ongoing efforts to deepen pragmatic cooperation among BRICS nations within the framework of Special Economic Zones (SEZs), the “BRICS Special Economic Zones Dialogue” convened successfully on January 30 in Hangzhou. A highlight of the agenda was the concurrent special session titled “BRICS Express to Hangzhou’s Special Economic Zones: Exploring China (Hangzhou) Computing Power Town.”
The event was hosted by the Hangzhou Municipal Bureau of Commerce and the Foreign Affairs Office of the Hangzhou Municipal Government. It received strong support from the Hangzhou Linping District Commerce Bureau, the Administrative Committee of Hangzhou Linping New City Development and Construction, and the Zhejiang Turing Institute. Executive organization was provided by the BRICS International Cooperation Committee of the China Association of International Trade and the “Pilot’s Home” platform. Under the guiding theme “Computing Power Fuels BRICS Cooperation, Technology Bridges Global Opportunities,” the forum served as a precise information-sharing platform designed to facilitate business matching and investment assessment among BRICS enterprises.
During the dedicated “Policy Exchange and Experience Sharing” session, our Director, Ms. Modestus made a presentation titled “Nigeria’s Special Economic Zones: A Focus on the Lekki Free Trade Zone and the Orashi Special Energy Free Trade Zone.”
Ms. Queen Modestus provided a comprehensive overview of the key policies governing investment promotion within the Nigerian SEZ framework. The address highlighted mechanisms for tax relief, land-use incentives, and targeted fiscal subsidies available to international investors. Furthermore, the she elaborated on Nigeria’s industrial investment strategy, detailing the list of priority sectors, specific incentives for Research and Development (R&D), and robust support policies aimed at enhancing supply chain integration within the zones.
The presentation underscored the strategic importance of the Lekki Free Trade Zone as a catalyst for industrialization and the unique positioning of the Orashi Special Energy Free Trade Zone in the energy sector, thereby presenting diversified opportunities for BRICS investors and partners.
The event reinforced the role of the BRICS Special Economic Zones China Cooperation Center (BSCCI) as a vital mechanism for fostering international collaboration. Hangzhou authorities reaffirmed the city’s commitment to deepening cooperation with BRICS partners in areas such as digital trade, smart industrial park construction, and technological innovation, jointly charting a course for high-quality SEZ development.
